[Stopping of British vessels by Japanese men-of-war].
Please take up these cases with the Japanese Government. In all cases Japanese have gone beyond mere verification of
British nationality and have failed, in accordance with their
undertaking, to notify British naval authorities. Please
emphasise once again purport of my telegram No. 345.
